How to use Satin maker with Silky base serum and check formula

Satin maker is Oil in water Silky base serum is Water in Oil Want to ask as follows

1. Can we use substances that are Oil in water and Water in Oil in the same formula? what to do

2. In the hair cream formula, there is a propolymer , Reshape Gel and satin. I understand that these 3 can be used together if Silky base serum cannot be used together with the 3 substances above. Silky base serum, which substance should I use to fill in the cream and can be compatible with the Oil in water system?

3. In the formula below, how should I adjust it? Please advise. Because it's already made out, the cream is fudge like a lotion, not at all viscous. (There is very little that will come out viscous without knowing why) because we follow the method together every time.

Distilled water = 60.15%

Allantoin = 0.25%

EDTA = 0.2%

part 2 aqueous solution

Alpha Arbutin = 1%

L-Carnitine ( Carnitine ) = 1%

Sheep Placenta Extract (Myskin) Do not touch heat = 0.10 %

4D Hyaluronic Acid / Double Hyalulonic Acid = 3%

White Caviar Extract , avoid heat over 40 degrees = 1%

Yerba Santa Glycoprotein = 1%

Repair Activator TM = 3%

Pal-GHK , Pal-GQPR (eq. Matrixyl 3000 ) = 2%

1,2-Hexanediol (Super-Purified, Odorless) = 1%

Palmitoyl Hexapeptide-12 = 0.8%

Lotus extract = 0.8%

Mucus extract = 1%

Pro Polymer ™ ( Gel Maker ) = 1%

oils and oil-based solutions

Satin Cream Maker ™ = 1.3%

Reshape Gel ™ ( Gel Maker , gel texture can be restored) = 2%

Rose Hip Oil (avoid heat) = 0.3%

shea butter / Butter Cream Maker = 0.7%

MSH White = 0.5%

Squalane oil = 0.8%

perfectc = 0.9%

Spanish honey extract (avoid heat) = 0.10%

base serum and silicone

Silky Serum Base Plus (Face/Eye, Oil) = 12% (Is there another substance that can give this texture and is in the Oil in water group as well?)

Cyclopentasiloxane (Low-Odor Cyclomethicone ) = 3%

antiperspirant + perfume

Mild Preserved Eco ™ ( Preservative-Free ) = 1%

Happy Lotus = 0.15%
