Cosmetics Formulation Development

I would like to ask about the efficiency of using both Titanium Titanium Dioxide Transparent (15nm, Dimethicone Coated) Titanium Dioxide 15nm Liquid (Gloss) as described, works fine in the formula. Water in Oil What if there is no oil in the formula? yes I will use it in Formula 1, in Silicone and 2, water in silicone please advise, thank you.
