Hello, the formula can be mixed. The ingredients are easily soluble in water, just by hand, except Xanthan Gum may take a little longer. (Or should use a blender) Phenoxyethanol is recommended to change Mild Preserved Eco 1% instead Because it is more gentle on the skin.
