I tried to make a gel from the body Hydroxyethyl Cellulose (HEC), but when applied to the skin, flaking occurs. What is the cause?

Hello, the absorption is not good. I don't know that formula. It is a clear formula. What elements are there? Is it necessary for absorption? Is there any glycol group or is there some oil composition?
