Mix the water phase part first, i.e. DI Water Glycerin Allantoin Niacinamide Panthenol Once the water phase is mixed, add the oil phase to the water phase with Emulsifier ( Light Cream Maker ) When you get the cream, add Preservative (Phenoxye ethanol ) at the end

character Vitamin C should be oxidized, maybe try changing to other derivatives e.g. Ethyl Ascorbic which is more stable than L Ascorbic, it's not recommended to continue using.

Means solvent or not? Body mist is classified as Perfume, so use Ethyl Alcohol is the main solvent.
