Cosmetics Formulation Development

Please ask me (pillow spray). I tried doing it in 20ml. The proportion is 1. Essential Oil 1% (0.5ml.) Grapefruit,geranium,vettiver 2. Flora Solve Clear 5% ( 1.5ml.) 3. DiWater 94% (18ml.) 4. Phenoxyethanol SA 1% (0.2ml.) mix 1+2 until combined, add to part 3, stir until combined, leave for a while Then add 4 and stir again, it becomes cloudy > not clear again. Please give me some advice. Why did you mix preserve at the end and it came back cloudy again? How do I mix it to make the end product clear? Thank you.

Hello, please edit the steps as follows, mix สารกันเสีย With water, blend until clear first, then follow the rest of the steps. The other steps are correct.
