Can I melt this in water phase @ pH 6.0?  Will it still be effective this way and after dropping pH at final mixing?

Suggestions for sprayable liquid heavy conditioning/softening for very long damaged hair?  Rinse out formula only.  Trying BTAC 90%, CTAC.
