I recently bought Oat Avenanthramides (Hydroxyphenyl Propamidobenzoic Acid) from myskinrecipes. It stated in the website that the product is water soluble. However, I have tried dissolving it in water in my formulation and it does not dissolve (as shown in picture)

May I know if there are any ways to troubleshoot this issue?
