I want to make toner. Can I use fresh mint leaves? Or can I use peppermint oil?

So what additional substances should I add? Can I add more B3 ?

I want to moisturize and make my skin not oily.

The formula I thought of

Mint leaf juice extract 94%

B3 5%

Mild Preserved Eco 1%
